WWLUG - World Wide Lego Users Group
crazy random idea: WWLUG - World Wide Lego Users Group; a large site with lots of purposes such as a forum, local clubs, news, moc's and just about anything we can think about. alternatively we could have WWLTUG - World Wide Lego Technic Users group.

A good idea but I think that all your proposed functions are covered on sites such as Eurobricks.

A technic forum would at least not replicate something that already exists, but it's a bit of a niche, which sort of means it's bound to remain obscure.
The problem with being second on the web, is unless there's a really good reason for people to join a site (ie it has cool functionality nobody else has, and a large number of people want), you never get a critical mass of members to join, and the site founders.
To some extent ANZFOL is an example of this, Melbourne, Sydney and I suspect Perth and Brisbane have active local email lists. Which means you see a few people here from those places, but the vast majority find their local email lists and international forums fill the same function, so are not interested in us.
I'd guess those like Interstella, brickie and myself who are in strong local LUGs find ANZFOL useful because it allows contact between the states (and NZ). Most of those posting here seem to be from places where there is no strong local LUG or are not active in it.
