Lego Customizing (Decals) Empty Lego Customizing (Decals)

Anyone know the processes?
I've read online, and mostly all I want to know to be sure is the item list, along with specifics on the how to prepare the minifigs for play, I've read that some people use spray paint or nail polish, any advice?

I just wrote an article on the very subject of creating your own decals a day or so ago, you can do it using nothing more than your computer, a printer and some decal paper. You can view the article at the Cobra Toys website

I read the previous guide on the site, and read that you apply a clear lacquer over it, so it's just clear lacquer?
(I intend on playing with these things, so I want them to last, which was my main concern.)
