I've seen it done by one of the guys in the Melbourne L-Gauge Train Club (with PF I think) but I don't know how they did it.

I owned a few official lego sets from the 70's with this. Wheel base, 4 or 6 wide overall, place a technic bush in the middle of the 4 studs, axle on top. Technic plate with holes in over the top with a technic bush or steering wheel to enable manual control

A more accurate way is to use the miniature technic steering components which will allow you to get down to 4 studs wide for the mechanism + 1 stud each side for the wheels = 6 studs wide total

This may help you.

Uses a 1-Long bar with claw connected to a hose nozzle (or a tap).

Of course, for this method, you need to use wheels that connect to an open stud.
